Do HWID, UGC, and Skin Changer require the MW4 cheat?

I only need a spoofer right now. Do I have to buy Modern Warfare 4 Cheats first, or can I checkout utilities alone?

You can buy any product alone. Modern Warfare 4 Cheats (link 2) is gameplay modules. HWID Spoofer, UGC, and Skin Changer each have their own license and partner checkout on the products hub.

New Activision accounts fail instantly on one PC but work on another → HWID (Ricochet hardware ban). Activision locked your profile but the PC is fine → UGC appeals. You only want Gunsmith camos on your client → Skin Changer. None of those include ESP or aim.
