Discord keeps saying mw4 dma cheat. Does the normal Modern Warfare 4 Cheats (link 2) license require a PCIe card and second machine?

No. The default license is a single-PC external loader. DMA means reading memory from a second PC through specialized hardware — different cost, different setup, and Ricochet ships detections aimed at DMA gear.
