Thinking about Skin Changer for Gunsmith camos. Do I need the cheat too, and can teammates see the skins?

No cheat required — Skin Changer is its own cosmetic license. Previews render on your client only; nothing is added to your Activision inventory, and other players usually do not see them.

Does it touch gameplay or Ricochet risk like ESP?

It is cosmetic-only, but any third-party tool can violate terms. It does not include ESP, aim, or radar from Modern Warfare 4 Cheats (link 2).
